While I don't know much about Steve I would say that drugs are a lot more common in pro sports than people think. If someone's livelihood, not to mention their family's livelihood relies on them being in the best shape possible, you can bet there's a pretty decent chance they're using. Especially if the sport calls for extreme size. You are right though, if you train your whole life to be a big, thick linebacker you're essentially perma-bulking, and likely to have gotten pretty near your natural peak for lean mass meaning that you could cut down to a very desirable physique. But if said person cuts down, and leans out at like 240 lbs with 8% bodyfat, it's not just because they trained hard for so long, it's unnatural.

On August 4, in The Flagstaff in Jim Thorpe, Pennsylvania , they defeated Dudley Dudley and 2 Cold Scorpio . They made their ECW Arena debut on August 5, at Wrestlepalooza , teaming with Eddie Guerrero to lose to Scorpio, Dean Malenko , and Cactus Jack . On August 25, in Jim Thorpe, they defeated Scorpio and Malenko, and defeated Scorpio and Chris Benoit the following evening. On August 28, they defeated Dudley Dudley and Dances with Dudley in the Big Apple Dinner Theater in Kennett Square, Pennsylvania .  At Gangstas Paradise on September 16, they teamed with Taz and lost to The Eliminators ( John Kronus and Perry Saturn ) and Jason . On September 23, in Middletown, they defeated Raven and Stevie Richards . Scott Steiner made his final ECW appearance on October 28, teaming with Taz and losing to The Eliminators.
His GF works for my dad in Dallas, we trained at an LA fitness. Did some legs two days ago, they're still barking at me. Really high reps which surprised me, 20-30 per set, lots of drop sets and lots of volume. Pause reps, super slow reps, fast reps, definitely not my usual lifting thats for sure. Exercises were everything you would expect, squat, leg press, hack, extensions, curls, calves, etc. Upper body was similar in style. He walks around the gym making those hulk noises you hear him making on video. Cool dude, will keep in touch w/ him hopefully.
